Sri Lanka is officially transitioning to digital motor insurance cards, replacing traditional paper certificates for all vehicles starting May 1st, 2026. This new system, a joint initiative by the Insurance Regulatory Commission and industry stakeholders, includes a National Insurance Verification System accessible via USSD code *1338#. The Inspector General of Police has issued directives to all police stations to accept these digital cards. Authorities have warned that any police officer rejecting valid digital insurance cards will be deemed to have committed a serious dereliction of duty and could face disciplinary action, following reports of public inconvenience.

The Police Media Division has reminded motorists that digital motor insurance cards have been accepted as valid proof of cover since May 1, 2026, eliminating the need to carry physical insurance certificates. This facility now also applies to insurance policies issued through the Agricultural and Agrarian Insurance Board, with digital insurance cards for these policies available since July 20, 2026.

Deputy Inspector General (DIG) of Traffic Control and Road Safety, W. P. J. Senadheera, has stated that police officers causing inconvenience to drivers by violating directives on accepting digital motor insurance cards are committing a serious dereliction of duty. He noted that several police officers attached to the Padukka and Gampaha Police Stations had refused to accept these digital cards, leading to public inconvenience. DIG Senadheera reiterated that all police personnel have been instructed to officially accept the digital insurance cards.
