Road Development Authority Rejects MP's Rs. 380 Million Double Payment Allegation

TLDR
 • SJB MP Nalin Bandara alleged RDA made Rs. 380M double payment.

 • RDA and Deputy Minister Gunaseena strongly denied all claims.

 • Namal Rajapaksa claims BOC recalled Rs. 263M due to "system error."

 • BOC letters to contractors contradict RDA's initial denials.

The Road Development Authority (RDA) has strongly refuted allegations of a Rs. 380 million double payment to contractors. These claims, circulated on social media by SJB Parliamentarian Nalin Bandara, suggested that the sum was mistakenly re-paid from the RDA's main account in 2023. In official statements, the RDA declared the accusations to be false, misleading, and entirely baseless. The authority emphasized that no such double payment occurred, no financial loss was incurred, and it had no involvement in initiating or processing any such transactions.

Update #7· Apr 27 · 2:34 PM

The controversy surrounding the alleged double payment by the Road Development Authority (RDA) has escalated with SLPP MP Namal Rajapaksa accusing the government of downplaying irregularities. Rajapaksa, in a post on X, claimed that a Bank of Ceylon (BOC) "Recall of Funds" notice confirmed Rs. 263 million had been erroneously remitted to contractors due to a "system error." This directly contradicts earlier denials by the RDA and Deputy Minister Prasanna Gunaseena. Furthermore, Opposition MP Nalin Bandara (SJB), who initially raised the allegations, has also stated that BOC had sent letters to contractors to recover these funds, and questioned why, if it was a mere error, the funds were exclusively directed to RDA contractors' accounts.

Update #6· Apr 27 · 1:32 PM

Deputy Minister of Transport and Highways Prasanna Gunaseena reiterated his refutation of Opposition MP Nalin Bandara's allegations regarding a Rs. 380 million double payment by the Road Development Authority (RDA) during a media briefing held today (April 27th) at the Ministry of Highways auditorium.

Update #5· Apr 27 · 10:47 AM

Deputy Minister of Transport and Highways Prasanna Gunaseena has further elaborated on the allegations, suggesting that Opposition MP Nalin Bandara's claims were intended to damage the Road Development Authority's (RDA) reputation, given the Rs. 340-350 billion annual capital allocation to the authority. The Deputy Minister also clarified that if any excess payment had occurred through the Bank of Ceylon (BOC), it would be an error of that bank and not the responsibility of the RDA.
