This finding follows an investigation initiated based on a complaint filed by Upuldeniya himself. The HRCSL determined that both the Criminal Investigation Department (CID) and the Secretary to the Ministry of Justice violated provisions of the Constitution in relation to these actions. Upuldeniya had been arrested and suspended from duty amidst allegations of illegally using a presidential pardon to release a prisoner.
